legal requirements
- That you are committed to the idea of parenting a foreign-born child
- That you are a U.S. citizen (if married, at least one parent needs
to be a citizen, the other can be a permanent resident)
- That each parent must be at least 25 years old and be at least 10 years
older than the child
- That parents pass Federal and State fingerprint clearances
- That parents pass State Child Abuse Central Index Check
- That parents have enough income to meet expenses (but do not need to
be wealthy)
- Location: Our program for children with special needs from China is
open to all US citizens. If you reside outside the the 15 counties of
Northern California that we serve we will recommend a local agency for
your homestudy.
For all other programs, parents must be a resident of one of the 15
counties in Northern California we serve ::
- Alameda
- Contra Costa
- Marin
- Napa
- Placer
- Sacramento
- San Benito
- Santa Clara
- Santa Cruz
- San Francisco
- San Joaquin
- San Mateo
- Sonoma
- Solano
- Yolo
- That parents have a stable family life: Married a minimum of at least
one year if married
- Parents will need four references that they've known for at least 3
years
(Cannot use each other, parents, or relatives)
- Parents must be in good mental and physical health
- BAAS considers each family on its own merits
